            At 11:30 AM today, the 9th of August 2010, a group of civic-spirited Filipino citizens namely the ADVOCATES FOR TRUTH IN LENDING, INC. (AFTIL, Inc.) filed a Petition for Certiorari with the Supreme Court of the Philippines, seeking for the declaration vis-a-vis the Central Bank of the Philippines’ 28-year old CB Circular No. 905, as VOID and UNCONSTITUTIONAL!

 

            The Anti-Usury Law legislated in 1916 was effectively “suspended” indefinitely since 1982 by CB Circular No. 905 by means of its explicit provisions for removing and prohibiting any and all ceilings (maximum limits) to money lending interest rates in the Philippines, thus officially encouraging NAKED USURY. Thus commercial interest rates being FOISTED UPON consumer-borrowers in the Philippines since 1982, are at an average rate of 24% per annum and even go as high as 57% per annum in the largest chains of department stores affiliated with big banks.

In Part 2 of his PDI OUTLOOK column (4th paragraph) last July 15, Rigoberto Tiglao described Part 1 of his column last July 8 as “the assault on the church as an institution purportedly mediating between God and man”. Immediately after this, he posed the following rhetorical question: “How can the worst kind of sexual deviants -- those preying on the innocent -- speak for God and morality?
