Open Letter to President Gloria Macapagal-Arroyo

PRESIDENT GLORIA MACAPAGAL-ARROYO Republic of the Philippines

Dear President Arroyo:

We are writing you a letter of serious concern that involves the deteriorating peace and order situation in the City of Naga.

For more than half a year now, confusion and demoralization have been reigning in the local police force because of inexplicable pressure and unjust orders emanating from both the regional command and the national headquarters of the Philippine National Police.

At least three things need to be immediately done to bring normalcy and stability back to our beloved city:

  • 1.P/Supt. Amor Macoy, designated by the PNP Regional Command 5 as Officer-in-Charge of the Naga PNP, should be replaced immediately.No less than the National Police Commission ruled that his appointment to the post by a PNP Officer-in-Charge Regional Director was illegal and did not undergo the official process. Moreover, P/Supt. Macoy has miserably failed to check the worsening peace and order situation in the city.
  • 2.Recall the reassignment of fourteen (14) elements of the Naga PNP who on May 11, 2007 during the election period were ordered by Regional Command V Officer-in-Charge Balligi Agnanayon Tira to report to Camp Simeon Ola in Legazpi City supposedly to undergo investigation of their purported involvement in illegal drugs. Nothing came out of the investigation, with all 14 policemen registering negative results in the drug tests.
  • 3.Follow to the letter the rules and procedures being provided for in the appointment/redeployment of police personnel and respect as well the orders of the court when faced with issues that seek to protect the rights of ordinary policemen without jeopardizing their avowed duty to protect and serve the higher interest of the constituency. For the past five (5) months now, the City Government of Naga has submitted on several instances nominations for the appointment of a full-fledged Chief of Police, which the PNP Command, for unknown reason, failed to act on.

We would like to let you know Madam President that the woes of the 14 Naga policemen did not end with their having been proven negative of drug use. On September 15, 2007, at the height of the Penafrancia Festival, P/CSupt. Eduardo E. Acuna, acting director for personnel and record management, issued an order re-assigning the 14 PNP Naga personnel to Camp Crame. ,Moreover, two other police officers, known for their outstanding performance, were directed to proceed to Subic for "retraining", effectively bringing the number of personnel pulled out of the undermanned PNP Naga Police Station to sixteen (16). We can't imagine that of all the PNP personnel that need "retraining", the PNP Central Command chose two police officers cited by the Philippine Jaycees as among the Outstanding Policemen of the Philippines.

Meanwhile, with P/SSupt. Tira at the helm of the Bicol PNP as OIC Police Regional Director, jueteng, the illegal numbers game, resurged with impunity in most of the provinces in Bicol, including the province of Camarines Sur. We hear nary a whimper of protest from "the police force against the unabated proliferation of jueteng while their superior officers busied themselves harassing their own men, such as the 16 Naga policemen.

In Naga City, with P/Supt. Macoy as OIC Chief of Police, there has been a virtual breakdown of peace and order - a terrifying situation never before seen in years.

Consider the following recent incidents:


  • On May 23, 2007, Ms. Paola Cassaigne, a graduate student of the University of British Columbia participating in a trend-setting educational program initiated by the city government of Naga, was victimized by snatchers at the public market. No police officer responded to her call for help.

  • On August 8, 2007, at around 7 am, Mr. Dante Braga Bravante was murdered ill cold blood just a few meters from Saint Joseph School which is located along the city's busiest thoroughfare, the Panganiban Drive. No police officer was in sight when the ghastly act was committed by a motorcycle-riding assailant.

  • On October 8, 2007, Mr. Manuel Prayel Ortiz, who just withdrew a large sum of money from a bank, was held up and fatally shot at about 12 p.m. by unidentified motorcycle-riding men in full view of noontime commuters and passers-by on the very busy street of Elias Angeles right smack in the city's central business district. Again, there was not a single law enforcer in sight when the criminals struck.

  • On October 18, 2007, the .Metro Naga Senior Citizens drugstore was ransacked by unidentified criminal elements. The brazenness of the act could be gauged from the fact that the drugstore is situated within the PNP-Naga compound! And a few hours later, an unidentified person snatched the wallet of Ms. Jennifer Kerr, an American Rotary Exchange student, who was walking along Magsaysay Avenue.

  • On October 25,2007, burglars broke the right side mirror of the service vehicle of Ragay (Camarines Sur) Vice Mayor Domingo Cedo and carted away 2 bags of valuables. The dastardly act was committed in the well-lighted parking area of the Regent and Aristocrat Hotels and at the very moment when Naga City Vice Mayor Gabriel H. Bordado Jr. was welcoming the other vice mayors of Bicol to their annual general assembly here in the city!
 
The city government of Naga has exhausted all administrative and legal means to address the aforementioned concerns. Yet, the situation in our city continues to deteriorate even as stop-gap measures, including the mobilization of Barangay Tanod and neighborhood watch organizations, are put into place.

Alarmed as we are by the unraveling scenario of lawlessness, we have no other recourse but to bring this problem to your attention. We do not want to believe that all these are happening as a result of machinations by the police force because of jueteng that many of our people fear has corrupted even the higher echelons of the police command.

Madam President, we hope that this appeal for the safety of our peoples lives and properties and for their peace of mind will not go in vain.

Thank you very much, Madam President for your appropriate action in this regard.
