Open Letter to President Gloria Macapagal-ArroyoHer Excellency PRESIDENT GLORIA MACAPAGAL-ARROYO Republic of the Philippines Malacanang, M.anila Dear President Arroyo: We are writing you a letter of serious concern that involves the deteriorating peace and order situation in the City of Naga. For more than half a year now, confusion and demoralization have been reigning in the local police force because of inexplicable pressure and unjust orders emanating from both the regional command and the national headquarters of the Philippine National Police. At least three things need to be immediately done to bring normalcy and stability back to our beloved city:
We would like to let you know Madam President that the woes of the 14 Naga policemen did not end with their having been proven negative of drug use. On September 15, 2007, at the height of the Penafrancia Festival, P/CSupt. Eduardo E. Acuna, acting director for personnel and record management, issued an order re-assigning the 14 PNP Naga personnel to Camp Crame. ,Moreover, two other police officers, known for their outstanding performance, were directed to proceed to Subic for "retraining", effectively bringing the number of personnel pulled out of the undermanned PNP Naga Police Station to sixteen (16). We can't imagine that of all the PNP personnel that need "retraining", the PNP Central Command chose two police officers cited by the Philippine Jaycees as among the Outstanding Policemen of the Philippines. Meanwhile, with P/SSupt. Tira at the helm of the Bicol PNP as OIC Police Regional Director, jueteng, the illegal numbers game, resurged with impunity in most of the provinces in Bicol, including the province of Camarines Sur. We hear nary a whimper of protest from "the police force against the unabated proliferation of jueteng while their superior officers busied themselves harassing their own men, such as the 16 Naga policemen. In Naga City, with P/Supt. Macoy as OIC Chief of Police, there has been a virtual breakdown of peace and order - a terrifying situation never before seen in years. Consider the following recent incidents:
The city government of Naga has exhausted all administrative and legal means to address the aforementioned concerns. Yet, the situation in our city continues to deteriorate even as stop-gap measures, including the mobilization of Barangay Tanod and neighborhood watch organizations, are put into place. Alarmed as we are by the unraveling scenario of lawlessness, we have no other recourse but to bring this problem to your attention. We do not want to believe that all these are happening as a result of machinations by the police force because of jueteng that many of our people fear has corrupted even the higher echelons of the police command. Madam President, we hope that this appeal for the safety of our peoples lives and properties and for their peace of mind will not go in vain.
